Does anyone know of a movie maker freeware that allows user to adjust time duration of each individual photo?

I have searched and searched..now I need you guy's help. I can always count on Yahoo Answers when all else fails. I am using Windows Movie Maker know..it's okay but very limited. You are pretty much at their mercy as to what you can do. And InterVideo really bites. I trashed it after using it one time. I am looking to make movies(slideshow) using my still images with music background and would like one that allows users to change the time duration of each photo. Thank You!
