You can check at IRCTC website itself, the various cards which are currently being accepted by them. They also do accept Debit cards. An amount of just Rs.60 or so is deducted towards processing and mailing charges irrespective of number of tickets. It will take 3-4 days or less to deliver you the tickets to an Indian address.
