What effect will the Fairness Doctrine have on hate speech and racism in our country?

This week my American Government teacher igned us a group project called "The Merits of the Fairness Doctrine." I'm supposed to come up with ways it will change our country for the better. I looked up some things on the Internet and found alot of reasons why we should have it. The biggest reasons are it will get rid of hate speech and take racism off the radio. I'm approaching it from the point of view that I don't want to return to the way things were in the 1980s and how my generation will be different. Any suggestions on which way I should take the project? Thanks.
