Will a bad starter solonoid cause no power anywhere.?

We have a Carrera inboard,we put in a rebuilt starter and the boat would not do anything no clicking and no power on instrument panel. Put a power probe from the battery and was able to give power to the blower and gauges, we also replaced the ignition switch and checked all fuses. We did find a stuck manuel reset circuit under the distribution bar and will replace. We did discover that we had no power coming out of the solenoid, but had power to it.( We are going to exchange the starter will this solve the issue?
