Why isn't Obama bilingual?

Our "cosmopolitan" president doesn't speak Spanish....or French...or Kenyan. Even the "idiot" GW Bush spoke fluent Spanish. As a college graduate I learned conversational French. Why can't Obama, as a grad of an Ivy League univ carry on a conversation with Chavez in his native language? We're told how intelligent he is - isn't he interested in other cultures? What else didn't he learn?
